Stepping up to global challenges
Since the signature of the Treaty of Rome in 1957, European integration has ensured peace and advanced democratic governance, environmental protection, innovation and economic growth. Eff orts to create the euro and to strengthen the single market1 are credited with raising incomes by at least 6 %. Yet, Europe must step up its game to face new challenges - geopolitical conflict, climate change, erosion of democratic principles and social inequalities. And other possible crises lie ahead – economic due to inflation, instability, debt; health due to increased anti-microbial-resistant infections, and a sharp decline in pollinators on which our food systems depend – that could have grave consequences. Such challenges transcend borders and may be best addressed with a common response from Member States, rather than uncoordinated, fragmented or isolated action.
The research service of the European Parliament has found that a collective European response over the next 10 years could help to address these challenges – and offer benefits worth up to €3 trillion a year. This represents around 18 % of EU gross domestic product (GDP), equivalent to €6 700 per citizen every year. Referring to the European Parliament'swork during the 2019-2024 term, the research has identified action in 10 policy areas that could unleash Europe'spotential – without the need for Treaty change.
This lecture will delve into the concepts of the Cost of non-Europe and European Added Value and how forward-looking research can help to shape policies that are more resilient to future shocks and possibilities. The speaker will also speak about her personal experience working in the EU institutions and welcome questions.

La serie ha preso avvio il 23 marzo 2023, con la presentazione de "Keynes l'eretico" (Mondadori 2022), di Giorgio La Malfa, organizzata in collaborazione con la Fondazione Luigi Einaudi di Torino e il Dipartimento di Studi Storici; a dialogare con l'autore, già professore ordinario di Politica economica, deputato al Parlamento, ministro del Bilancio e della programmazione economica e ministro per le Politiche comunitarie, furono i docenti ESt Mario Cedrini e Lino Sau, nonché la Direttrice Elisabetta Ottoz e il professore emerito Roberto Marchionatti).
Il secondo evento si è tenuto il 18 marzo 2024, e ha visto la partecipazione, in qualità di invited speaker, di Lauro Panella (Head of Research, European Parliament), con una lecture dal titolo "The EU Untapped Opportunities: The Cost of Non-Europe". Sono intervenuti i docenti ESt Lino Sau e Giuseppe Bertola.
