Invited Lecture on
The EU Untapped Opportunities: The Cost of Non-Europe

Invited Speaker:
Dr Lauro Panella
(Head of Research, European Parliament)

Local Organizer: Alessandra Canepa

For more than half a century, European integration has been a key driver for the economic growth and development of the Member States. Despite the key role of EU action in addressing recent crises, open questions still remain. Is there really a need for a common response at European level to respond to current and future global challenges? Or would a national approach to problems, free from supranational strategies and Community constraints, be more efficient? The EU Parliament's research service has produced a study entitled "Increasing European added value in an era of global challenges - Mapping the cost of non-Europe (2022-2032)" which examines the potential benefits that could be achieved in 10 policy areas, from the green transition to common defence, from the single market to gender inequalities by strengthening EU joint action. The "Cost of non-Europe" is analysed, understood as the economic cost of not taking action at EU level. The study follows in the footsteps of the Cecchini Report, which was used by the then President of the European Commission, Jacque Delors, in the second half of the 1980s to launch the project for the creation of the European Single Market. According to the Parliament's study, the European economy and its citizens could see benefits of almost €3 trillion if the policies promoted by the European Parliament from 2019 onwards in a number of policy areas were to be adopted and then fully implemented during the decade 2022-2032.
